Whether serving as a volunteer firefighter, councilman, or state representative, Jim Marshall has dedicated much of his adult life to public service and impacting the lives of Beaver County residents for the better.
For nearly two decades in the PA House, he consistently delivered meaningful results through principled governance and a proven ability to forge strong bipartisan relationships.

Jim was born in New Brighton, PA, graduated from Beaver Falls High School, and has been a lifelong resident of Big Beaver Borough. Before entering community service, he worked as a service manager for Ag Hog Pittsburgh, a company involved in silver smelting and recycling operations. He has also served as a volunteer firefighter with the Big Beaver Borough Volunteer Fire Company.
Jim’s first elected role was at the local level, where he served as a member of the Big Beaver Borough Council for six years (1999–2006). This municipal experience gave him insight into drafting budgets, working with job creators, and working for residents.
In 2006, Jim ran for the 14th District of the Pennsylvania House of Representatives, which covers portions of Beaver County in Western Pennsylvania, including communities such as Beaver Falls, Big Beaver, and New Sewickley Township. He challenged Minority Whip Mike Veon, who had served 11 terms in the Legislature. Despite heavy Democratic registration in the district at the time, he prevailed in the general election as a Republican, making it one of the most surprising upsets in Pennsylvania politics history.
During his tenure in the House, Jim prioritized a number of important issues, such as public safety, preserving green space, and revitalizing river towns, while gaining extensive experience in transportation and infrastructure. Among his many focuses were first responders and veterans’ issues, consumer protection and utility oversight, and advocacy for rail safety and rural broadband expansion.
Jim served on several committees — including Commerce, Gaming Oversight, Veterans Affairs and Emergency Preparedness, Transportation, and Policy — and was Chairman of Consumer Affairs, Subcommittee on Security and Emergency Response of the Veterans Affairs, and Emergency Preparedness Committee. After nine consecutive terms of proven, principled leadership, he chose not to seek re-election in 2024.
A member of the Board of Directors at the Beaver County Transit Authority, Jim was also named to the Port of Pittsburgh Commission, a board promoting the commercial use and development of the inland waterways in Western Pennsylvania.
He currently works as VP of Business Development for M:7 Agency — a marketing and communications firm in Beaver, PA. He proudly shares a daughter, Jamie, and two grandchildren with his wife, Cindy.
